Welcome to the Center for Studies of Law in Action
at Indiana University.

When Professor Robert F. Borkenstein founded our program in 1958, he designed it to provide a thorough foundation in forensic alcohol program administration.  In 2010 Indiana University’s Center for Studies of Law in Action enters its 52nd year of presenting forensic alcohol education to scientists and technical staff from the United States and around the world.

In 2002 the Center added a second course in Drugs and Driving: Effects on Human Performance and Behavior to recognize the growth in international concern over drug impaired driving.  In 2007, the Center was recognized for excellence in alcohol, drugs and traffic safety with the institutional Widmark award presented by the International Council on Alcohol, Drugs and Traffic Safety (ICADTS).

More than 5,000 students from the United States, Canada and around the world have attended our programs over the last fifty years, taking the knowledge they learned on the campus at Bloomington back to their laboratories, workshops and offices, and participating in the process of continuous improvement in legal alcohol and drug measurement and the application of the results within the criminal justice system.

Our program begins with a judicial perspective on impairment and the case law and statutes that frame the elements of impaired driving.  From there we explore the basics of alcohol and drug toxicology, physiology and effects, to more advanced topics in pharmacology and pharmacokinetics, laboratory and measurement best practices, research, data analysis, interpretation, and evaluation of legal challenges to scientific evidence.  Recently we have added lectures in alcohol program accreditation, quality control and uncertainty determination, case law which will impact criminal alcohol litigation, advanced literature and database searching, and expanded the inhalants and benzodiazepines lectures in the drug course.  We close both our programs with sessions on expert testimony and the professional presentation of intoxication evidence in court.

Our courses are structured to limit class size, which maximizes opportunities for student faculty interaction. We communicate key information to students through formal presentations, question and answer sessions, and discussion panels. Registration includes a welcome dinner and midweek reception to help create an open and informal atmosphere for which the program is best known.

Our instructors are among the best known names in their field from around the world, and all are involved in investigation, research and testimony on alcohol, drugs and traffic safety topics. We continually update our course content to ensure it reflects the issues of concern and interest to our students. We have now scheduled the "Alcohol and Highway Safety: Testing, Research and Litigation" courses for December 5th - 10th, 2010 and May 15th - 20th, 2011. Registration for the December course is now open. Registration for the May course will open in January.

We have also scheduled our tenth offering of our class on “Drugs:  Effects on Human Performance and Behavior” for April 10th - 15th, 2011. Registration will open in December.

We have appreciated the opportunity to train professionals in the past, and look forward to continuing this partnership into the future.
