Joseph Turner
Joseph Turner retired from the Muncie, Indiana Police Department at the rank of Captain in 1997 with 21 years of experience. During his time with MPD, he was instrumental in Muncie's efforts as the top mid-size DUI enforcement agency in Indiana. As head of the Traffic Unit, and later Special Operations he oversaw a rise in DUI arrests of over 600%. Alcohol involved fatalities decreased from 26 people killed in the years 1988, 1989, and 1990 to a total of only two during the seven years prior to his retirement.
Mr. Turner was named Coordinator for both Standardized Field Sobriety Testing (SFST) and the Drug Evaluation and Classification Program (DECP) for Indiana in 1999. Since that time, Mr. Turner has been involved in training approximately 6000 officers in SFST and over 300 officers in Drug Evaluation and Classification. In 2003 was named the National Chairman of the DECP.
Mr. Turner has a Master degree in Health Science and BS degree in Criminal Justice from Ball State University. A graduate of the Southern Police Institute, he has also attended a number of alcohol and drug courses including both Borkenstein Institute courses at Indiana University concerning alcohol and drugs. Mr. Turner lectures in classes concerning alcohol and drugs on Ball State, IUPUI, and Anderson College campuses.
Mr. Turner chaired the Law Enforcement Advisory Group to Congressman McIntosh. He coached and shot on the first place team at the National SWAT Championships in Gainesville, GA. He also instructs in a number of health related fields including CPR, HIV/AIDS, and Communicable Diseases for the Red Cross. He has been married to his best friend for 28 years. They have four wonderful daughters and two incredible grandchildren.
