Stephen K. Talpins
Mr. Talpins is the Vice President of Industry Relations for Alcohol Monitoring Systems, Incorporated (AMS). AMS manufactures the Secure Continuous Remote Alcohol Monitor (SCRAM), an ankle bracelet that detects alcohol use transdermally. The device is used to assess and monitor the wearer’s drinking habits. Mr. Talpins serves as the company’s liaison to allied professionals, including prosecutors, defense attorneys, law enforcement officers, judges, legislators, government officials, treatment counselors and forensic scientists. A former prosecutor, Mr. Talpins also provides litigation support in Frye and Daubert hearings. Finally, he coordinates the company’s legislative and research strategies.
Mr. Talpins previously served as National Director of Public Policy for Mothers Against Drunk Driving (MADD). As Director, he was MADD’s liaison to the White House, Congress, federal regulatory agencies, lobbying task forces, technical and highway safety committees and other groups. He monitored legislation, programs, proposals and regulations to determine their impact on impaired driving issues and answers verbal and written inquiries.
Prior to that, Mr. Talpins served as the Director of the National District Attorneys Association – American Prosecutors Research Institute’s National Traffic Law Center (NTLC), an Assistant State Attorney with the Miami-Dade County (Florida) State Attorney’s Office, and as a National Highway and Traffic Safety Administration (NHTSA) and National Association of Prosecutor Coordinators (NAPC) Prosecutor Fellow.
Mr. Talpins is a frequent lecturer and the author of several articles and monographs and a book chapter on DUI issues. He has received numerous awards and commendations including the National Commission Against Drunk Driving (NCADD) Adjudication Award for Outstanding Prosecution, Citizens Against Drug Impaired Driving (C.A.N.D.I.D.) Award for Outstanding DRE Achievement, and MADD Florida Outstanding Prosecutor Award.
Mr. Talpins graduated from Northwestern University with a B.S. in Speech Communications in 1989. He graduated from the University of Miami School of Law, cum laude, in 1992.
