Jere Joiner
Course Director
Jere Joiner's law enforcement career began in Shreveport, La. He was educated at Louisiana Tech University and Centenary College of Louisiana.
In 1969, Mr. Joiner became a supervisor of the Shreveport Police Department chemical test section after attending a Breathalyzer supervisor’s course at Indiana University.
In 1970, Mr. Joiner was invited to join Prof. Borkenstein, Bill Picton of the RCMP, Hans Klette of the University of Lund, Sweden, and Tadamichi Hochi of Japan in working on a research project on attitudes of officials and members of the public toward DUI laws for the U.S. Department of Transportation.
In 1987, following his retirement as Shreveport's captain of detectives, Mr. Joiner became course director for Prof. Borkenstein at the Center for Studies of Law in Action, a position he holds today. Mr. Joiner is committed to maintaining the high standards set by his professional mentor and personal friend, Bob Borkenstein.
Mr. Joiner is also a retired print journalist. However, he continues to write extensively and has been published in the Denver Post, National Safety Counsel’s ‘Traffic” magazine, and a variety of trade magazines.
Mr. Joiner is a graduate of the FBI National Academy. In 1987 he was president of the Rocky Mountain Chapter (Colorado and Wyoming) of the FBI National Academy Associates. In Colorado, he serves on several boards, including the retreat center El Tesoro de los Angeles and the Ute Pass Symphony Guild.
